Okay so the full thing of how it works is:
>there is a base value for each proc
>it gets scaled by affinity
You can take the tables as examples, a 3 star red has a 5% to proc on 0 affinity and 9.8% on 95 (on the parent)
Then the actual calc is somewhat simple, you do actual = base * (1 + affinity/100), so with your scaled red on the parent that's 0.098 * (1 + 95/100) = 0.1911 = 19.11% chance

For global that's a reasonable amount for now, in the future when JP qol drops affinity starts to get crazy so you'll have even better rates
And of course its a bit more tedious since you need to calculate the chance for the 4 grandparents and 2 parents and see how that interacts all together

- buy every skill hint as soon as it's offered to not get the same hint twice
- look at the skills you're still missing from a card BEFORE you click on training. might be you already have everything you need from that character
- if you have some skill points to spare, might even be worth buying the non-debuff skills from chars like rudolf, since they won't be offered again
- min-max your deck and borrow for skill hint frequency
- use legacies with debuff sparks
