Toaru is the closest you'll get to a Gunvolt anime. The first Gunvolt's plotline is basically an edgier take on the first Toaru movie. You have an idol who is actually the projection of another psychic. The idol can boost the magical abilities of other psychics with song. An evil corporation builds a space elevator + space station to amplify the idol's power to take over the world. The finale takes place on that space station.

Aside from that, there are seven level 5s (the most powerful classification of psychics) and a continuing plot point is the elevation of one of these psychics to level 6 (basically god powers). It's believed that a high level psychic will either usher in a new age or destroy the world. Said psychics get the black sclera and glowing pupils when tripping out on their powers. The musical styles and mecha/tech of Gunvolt are also similar to Toaru. The only thing it's missing is that MC doesn't kill (though some of the others definitely do) and lack of anti-psychic racism (though most of the world outside Japan and the US seem to hate psychics).
