The core is MLB Kitasan/Sweep + MLB Fuku/Daiwa/Tachyon + borrowed Riko (or for sprinters, borrowed Biko). As many speed/power sparks as you can get for Sprint/Mile/Dirt, mix in some stamina or stamina/power clicks for medium/long.

Pick as many gold skills as possible (3 minimum from Kitasan/Riko/Team Carrot, 4 if you have Potential 3, 5 if you have Potential 5, 6 if you also get Burning Passion from aoharu). Here are some of my high scorers. I have a couple of non-witmaxxers that win races, but that's only because it would be ineffective to try and upgrade them right now when I have some trash still in the lineup.

It's two cases. The first is its usage is that on your front runner and in very few cases, your pace chaser so they don't eat shit and late start behind late surgers is battling to get an early lead, and getting a 20% boost for 3 seconds helps to not get swallowed up at the start if a lobby has, like, 4 pace chasers or something. But in a 2+ front lobby, you WANT that lead early on so you can proc abilities easier and your front doesn't gas out because oops, they have nothing to keep the lead and propel them forward. Some fronts actually gas out because they lose the lead or never gained it to begin with, that's how important the race start is, and a good acceleration helps with that.
The second is it's overly annoying to get because it's on bad cards (guts Air Groove, the varying Golshis, rare Rudolf you only do this one to buy debuffs, you're a masochist if you try to get Groundwork from this lol) or on a card that is useful for a chain event to give late surgers a good Mile ability called Furious Feat (power Oguri). You can gamba on hint roulette to get it, but you don't want to run this card on your front runner. All these cards largely exist for parent runs, you don't really want them on your ace. The Falco one is good because it would basically be guaranteed because it's a choice on her FIRST event chain, making Groundwork farming and slightly ace running less annoying.
TL;DR Early start is good, otherwise your front runner may end up doing nothing/get eaten up by the racers far more early on. Having means to GET the ability to begin with is annoying, Falco makes it less so.

year 1: treat it like ura, don't lack in friendships (specially if you're using riko card), for bubbles just pick whenever has more and specially those with arrows. for bombs you use it in speed/sta/power whatever you need
year 2: with some bombs already done, try to avoid leveling up those who already exploded and just keep lvling up the new umas
year 2(late)-3: keep priority more in rainbows and less arrows
of course for unity races you need to ideally win all, 4 team in hard or 3 hard/1 medium to get the best stats bonus after the final one

The "normal" way of playing it is by farming spirit bursts like all other replies say but that only works if you farm them thru wit training since charging them in any other training consumes more energy, also that leads to the run being very hard to minmax since you need the bursts to be in specific stats and unlike rainbow trainings there's no specialty priority to help you with that.
Personally I play it almost exactly like URA, except I sometimes go out of my way to click ones with a lot of special trainings (the ones with the arrows) since you need them to farm a good team to get free stats and a gold skill if you win the final race. And I think of bursts as random extra stats the game offers sometimes.
