All they had to do was to make a system for assigning armies to a region without stopping you from controlling them.
Make it slightly inconvenient or expensive to move armies from continent to continent while still allowing you to mobilise your entire empire for the great war when the time comes.
Make it punishing to not have a certain number of soldiers garrisoned in a colony (maybe make that x amount of total soldiers of which y amount must be accepted pops) so that you can't just blob to recruit soldiers to use to immediately fuel conquests back in Europe. On the other hand, you can sacrifice the long term stability of your colonies for sorely needed manpower when push comes to shove.
Have supply lines be crucial, so you can't just march a stack across Russia or have your South Africa garrison beeline to occupy French West Africa without first laying the groundwork.
Make rebellions something other than just pops spawning armies that sit and siege a province: they could easily be something off-map which tanks output in a given area, again dependent on the garrison in the region; maybe if time goes on and the rebellion isn't rooted out by the abstracted off-map systems, they then begin to spawn on-map armies and province modifiers begin to fuck your aforementioned supply lines. Larger levels/periods of unrest on the home front can develop into dynamic civil wars a la soy4.
There are so many things they could have done instead of preventing you from controlling your armies at all.
I do understand what they were trying to accomplish with the warfare system - stop you marching doomstacks all over the map - they just took the laziest approach possible instead of investing in their AI or finally including logistics and supply lines in their ever-casualised product.

there is no need for any individual unit ai. just have individual theatres where you assign units and all the combat is done by variables and dice rolls. like those strategy flash games of old
best part of this system is that it's mechanically simple to design: all of you have to do to make it is let a single passionate autist on your team go wild and create all these different variables for different types of terrains, climates, supply access, units present and it would have given a nice illusion of warfare
but no, they chose a measure that still requires all the micromanagement of fronts, but none of the satisfaction of an epic battle killing 500k germans in one go

I don't disagree that their implementation was absolutely retarded beyond the decision to remove on-map units itself. When I say it was lazy, I am talking about the decision they took to go with the warfare system they did at all. I fully believe it was laziness that led them to taking that decision, and they proceeded to dig themselves deeper into that hole, making it the mess that it is, because it would have been too much effort to go back on it.
I do disagree with your assertion that there isn't any need for individual units. People who support this view like to talk about all of the other things you could be doing instead of micromanaging units, but the fact is that the game is painfully simple without it. Sitting watching number go up and playing cookie clicker with factories is literally pointless if you can't leverage that in the few wars where you're dialed in managing your armies and feeling like you're playing well. You're spending all that time building up to those moments and without those there's no incentive to give a shit about any of it in the first place.
It's like playing an RPG where you spend hours exploring, crafting, getting better gear and then, when you want to actually go into a dungeon, it's an auto-resolve button that just compares your stats and declares you win. It's flaccid and retroactively makes everything else feel pointless.

more distant vassals have greater autonomy (freedom to declare their own wars both external and internal, much lower levy/tax contributions, maybe a harsh opinion penalty, increasing by orders of magnitude for foreign exclaves. have vassals able to support claimants of their choice as and when they occur - take ck2 adventurers, for instance: they could be the rightful heir and all of your vassals may have +100 opinion of them but when they come as adventurers none of your vassals give a shit, it's just a regular defensive war, business as usual.

firstly, longer term and more serious relationships between characters: too much of the game is repeatedly stacking positive opinion modifiers which wear off after a set amount of time and certain relationships like being brothers with claims on each other mean you're destined to want each other dead no matter how much you loved each other until you inherited even if you're kind, just, content, et cetera. make interactions have lasting and serious effects on whether a character likes you.

acquisition of assets helps with this, and corruption of course facilitates the acquisition of these assets
the game could be a map painter like eu4 or memegame2 or ck3 but you would be able to paint the map only after becoming top leader of your country, you could be for example thailand (with how recently thailand had a military issue with cambodia) or china with india or japan or north korea or something, trying to vye for power externally, if not internally
but internal power will always be the initial phase of the gameloop, and arguably the best phase depending on what country it is and how powerful it becomes when you reach the top

and of course when you're the top leader, corruption goes completely opposite for you: it is now a problem working against you, because you as top ruler want to keep your subdordinates from weakening your country too much with corruption
