When writing apprentice anon I just went with the idea that most Goetia took humans as apprentices because they had more magical potential than most Hellborn, had access to earth, and could touch holy stuff. Magical ability in humans is a lot like being good at baseball or singing. Some people are naturally better than others but almost anyone can do it with the right training.
. The only thing I might add that'd make a warlock special in death is that they can call on powers outside of hell they made contact with while alive unlike Sinners who only start doing magic post death.

I dislike power scaling but maybe? Alastor died in his 30s to early 40s and didn't have a Goetia opening doors to forces for him so it depends on how much he works on it and how much time he has.
The important thing to remember is that these boons don't come for free and most of your benefactors will be a lot less 'human' in thought process then say the Sins or the angels we see.
