It takes 1-2 years to set up a new factory or expand it drastically, and another year or two to set up a full supply line system, but that's that. Presumably if they feel like they need those weapons they'll begin producing more.

The rest of the supply train is equally globalized for western chip manufacturing. The wafers mostly come from Japan (Shin Etsu), as does the photoresist (JSR and Shin Etsu), as do the masks (AGC and Hoya). Becoming autonomous for all that crap is an enormous task.

That doesn't really work for multiple reasons if you want comparable performance, no.
If you have half the density you'll need four time the chip area. Yield is largely die size based, so bigger chips have a far higher dud rate.
Wafers are round, so you waste more area with bigger chips.
Energy consumption also puts design constraints on your chips. What you can pump into a chip and still cool is simply limited, and with higher currents you also get other nasty problems like electromigration on top.
For the chip design your process density also really matters. At a couple GHz the distances between chip components start to matter a lot. With smaller nodes you can get your cores closer to the cache and each other, reducing latency.

And, at the end of the day everyone has budget constraints to some extent, even China. If all your data centers were to suck down energy like mad and we're significantly larger and more complex it's hard to compete.

You don't really seem to grasp the sheer scale of it, how complex all the subsystems necessary to get a process running are, and how open exchange can be on these subsystems without giving away any valuable secrets. Or that none of what I was saying was downplaying where the Chinese stand. I listed most of the companies necessary to get the modern western nodes running and pointed out that trying to achieve autarcy for all of that is a herculean task. The Chinese now only being ~two generations behind with EUV and compatible photoresists as the last hurdle to catch up has been break neck pace. They're likely to achieve parity in a couple of years. And when that happens we'll know it, just like we know about how their 5 nm process works.
