Those three guys, unique models (hint, they're all generic units or characters in-game with a fancy hat or w/e), unique voices, personal skill lines, an item or 2, a faction flag, a character select movie, and steal some npc faction of their race's start pos. Honestly, even the quest battles are optional, most people don't even like em'.
A team of 5 modders with a clue and the right tools can bang that out in a week.

Max Payne 3 was a fitting conclusion to the series despite the writing differences between the first 2 and it makes sense for Max to be a complete alcoholic wreck. Brazil was a great fish out of water contrast setting for Max Payne and it wouldn't been boring if they kept it in New York.
