You use them when your 1*/2* uma are just close enough to get a new outfit and you're missing a few remaining shards, or you roll enough dupes of your 3* uma and you need a bit more to get them to 4*. Otherwise they don't have any better uses since you can't use them to buy shards of umas you don't have.

You can get her just from doing a 10 roll on the uma banner. If you do, you should have enough shards to get her outfit instead of rolling more dupes.
