I've not yet seen an answer as to how this law would be implemented practically. If you say gamedevs have to release software once they take their game offline they're just gonna go

What is the law supposed to be written to counteract devs doing that? How would these laws work with games that get Ship of Theseus'd into completely different games over their 10-20 year lifespans like WoW or Guild Wars? WoW is still online so you wouldn't be able to host classic servers, right? Or are devs forced to release each expansion as they become obsolete? What about games that don't have clearly delineated expansions but frequent patches, like PoE or EVE? Do they have to release their game for free every time they release a patch?
None of this seems like it's been thought out at all.
