School till you're twelve learning English and maths to a respectable level and other subjects till you have a passable level of knowledge with them. You should at least be able to give a basic explanation of historical events and other esoteric fields of knowledge.
Then at thirteen you can apprentice for jobs or seek further education. Algebraic mathematics, more in depth education in esoteric subjects and a thorough introduction to science.
Then at fifteen you can apply for an apprenticeship with a wider selection of jobs, or seek higher education. At seventeen you can seek an apprenticeship in specialised work or collegiate education.
Provide vocational education availability and you now have an education system where people can opt out when they've reached a level they're happy with, and with an avenue for work in something they're interested in, and opt back in if they want to aim higher.
