You need 16 (1st boss has a mechanic that needs 24 unless you tank invuln it but whatever) and those 16 need to spend currency earned in game to obtain an item that allows entry, probably about 30m of farming silver or 20m farming gold with a good min/max group.
Everyone after those 16 can get in for free, so if 16 don't spend dosh nobody gets in. You can spend extra items to get in (like sniping portals in BA with the STAB) if more than 48 sign up but...nobody signs up for this.
It's DRS2 but with a worse BA entry since it's not free.
