They have working difficulty scale of +10% health/damage on each level. Reward distribution might be adjusted.
Keys themselves as an object should be deleted. >1-10 should be equal to Normal difficulty raids (champ gear),

Simple. Key levels should affect currencies and upgrade level of gear that drops.
The scale should be fixed. It should not be that one season people reach 28-30 nobrain, while the other season people are struggling with 10s or 15s.
Amount of levels would never be a problem without physical keys stupidity and depletion stupidity. It should be no different than running rifts in diablo, from where they copy-pasted the entire thing back in the days.
