Miyabi is the most popular because they correctly hyped the character for months before she finally arrived. Shifu was shilled entirely based on "she's as good as Miyabi" and the same will apply to the sister or whoever the next Void Hunter is because "void hunter = Miyabi"
Zhao should have been in the game already and some sort of rival that eventually joins us. That would be hype.
Instead they will just make her some shit nobody cares about like Ice Stunner.
