I would say they're very big parts of certain characters. Some hats are so strongly associated with their images and identities, that taking it off can feel like either admitting defeat or self-loathing, like they don't even want to be "themselves", like they want to distance themselves from their own perceived character. Just me? Picrel Marisa (the poor thing) wouldn't look this sad and pathetic with her hat on; the hatlessness adds something to it.
