It's a combination of also having the optimum sparks/inspirations to meet your stamina requirements. Which is further assisted by max potentials, uma stat distribution bonuses, maxed LB'd card combos and recovery skills, and using events to pad out your other stats (stamina, power, guts).
It will let you max speed very easily, while giving you a serviceable power stat, with WITMAXX for better endurance management/positioning and skill procs.
More wit training = less resting, more skill points/guaranteed procs
More skills = more points in PvP
But you're simply not going win races if you don't satisfy the stamina requirements. Guts gets memed on for being a useless stat, but it will be even more of a drag on these umas in the final spurt, if you don't pad it out with event choices.
Some umas (Tachyon, Super Creek) can meme around this, by simply having a horseload of recovery skills.
It's easy to put a bunch of half-baked Wit-based support cards into a deck.
But to witmax proper, you gotta be committed on all fronts. Not just that.
