For sure the dogshit engine is kneecapping the game more than any other individual factor but even then they probably should have had the foresight to scale the project back to a more achievable level after a good year in dev after it became obvious the game was never gonna run on anything but the absolute best rigs on the market. Maybe management wouldn't let them for whatever reason.
Even if they did that I think the game would still be ass because they fundamentally misjudged why people like the series and made a lot of decisions that are just fundamentally at odds with the core design philosophy. I genuinely don't see the point to this game still being multiplayer when every single aspect of its design has been aggressively streamlined or watered down into a a smooth baby formula, no monster puts up enough of a fight or is overwhelming enough to where I ever feel the need to play with anyone, it would just make an already toothless, unsatisfying game even more trivial
