The North operated under the idea that the South never even seceded in the first place, and that Southern States were still part of the greater USA and were temporarily occupied by violent retards
This means the CSA was NEVER a legitimate state at any point in its short history. The Colonies drafted a list of grievances against the British Crown, they drafted a Declaration of Independence, and they finally gained legitimacy through the Treaty of Paris.
