The more I think about it, keystones more so accommodate playstyles rather than necessarily change the way you play. Executive Order benefits critical strikes, cooldown reduction, dog damage and situational awareness. Forceful grants sustain, cleave, stun immunity and a massive damage burst. Terminus Warrant is for people that like swapping weapons a lot, the 50:50 players, but it falls flat because it only benefits a very poor playstyle that is unsustainable and unused at high level.
Zealot's all just give you more damage and nothing else. Martyrdom also gives you attack speed but that's really it.
