It's meant to make you wonder: "Are they real? Or can Alicia not really bring them back?" It doesn't tell you outright, but it IS intended to make you go "hmm." It's for you to interpret. People saying "they ran out of resources, it's an accident" just want Maelle's ending to be happy and are hard coping. Neither ending is happy and they're all packed with details that are there for the explicit purpose of being interpreted by the player.
