It was an intentional choice to make them all white (and standing in a queue that isn't progressing despite there being tons of open seats inside, and dressed differently than the more formal looking but still all white NPCs sitting motionless in opera house, like it's a different scene that Alicia painted). It's meant to make you wonder: "Are they real? Or can Alicia not really bring them back?" It doesn't tell you outright, but it IS intended to make you go "hmm." It's for you to interpret. People saying "they ran out of resources, it's an accident" just want Maelle's ending to be happy and are hard coping. Neither ending is happy and they're all packed with details that are there for the explicit purpose of being interpreted by the player.
