I'll be honest, I've discovered that I almost always pick body passives over weapons unless the body passive is unusable or the weapon is a good purple. Think about it, picking a weapon runs the risk of you getting a better weapon later and replacing it, meaning that you've basically wasted your reward. Decent white and blue weapon passives are easy enough to get by just exploring the map, so picking a weapon for a passive over a body passive is a waste if you replace or find another of the same passive.
