Because Apple helped fund the game's development so they'd have something attractive for their gaming platform. It apparently worked, hence why they keep funding Hardlight to put out updates, although at this point I'm sure there's just a skeleton crew left doing the occasional update here and there while the main devs work on a follow-up.
In most cases these types of exclusives only stay on Apple's platform for 2-3 years, so it'll likely get ported eventually. I feel like the last update that altered the XP grind to be less intentionally grindy (i.e., so people don't have to keep an ongoing subscription to Apple's service to unlock everything) was a preliminary shift towards that. Plus, Apple only sees Android as a direct competitor, so they don't care that if these games go to other platforms like consoles or PC after a certain point.
