The guy freaks out and the kid calls him out for his freakout, the kid says that the guy "keeps thinking bad thoughts" but this means nothing as the kid shows no signs of being able to read thoughts otherwise he would have known beforehand what the guy was going to do, the kid does not have precognition, the kids powers are limited to what he can see and hear as evidenced by the logic the episode follows.
The powers that a character displays and the powers that the writers write for the character to display are not the same, one has evidence while the other doesn't
This is why Marvel's crappy superman clone Sentry is a bad character because he is said to have the power of "10 million exploding suns" and yet he never displays this level of strength because the writers don't know how to handle their BS.
