It isn't magic. They share a common goal, killing MS, and they are the 2 most capable people in the world at accomplishing their goal. They need each other.
Its fine to disagree with the motivation but the director did state Raven is his favorite character. They have used her in most promotional material even when she didn't belong. They kept her alive to use her character again in some capacity. Plus she has too many fans for Shift-up to ignore at this point.
