For the entire span of the anime, she does this and then FAILS through no fault of madoka, thus showing that her own path is erroneous. Her methods and goals are not a contrast to madoka, Infact madoka doesn't even oppose them in the end, only stepping in to make her wish once it becomes clear to her that homura's plan unraveled.
