landlords would rather make cheap as fuck affordable housing, to collect profits from rentoids now, rather than in some imagined future, where their empty house continually bleeds maintenance fees and property taxes, hoping to be sold for a markup in the future, rather than being sold at a loss like a significant portion of properties
you should ask yourself why they can't build cheap housing in the first place, then you'll get closer to the real cause of homelessness not just in the US but everywhere
