Some UUs are more obnoxious than others for lower elos, and these small nerfs help as placebos for shitters who can't cope with them: I sometimes play with a friend who is 400ish elo, and the amount of times I've seen him run a conga line of unupgraded pikemen into a mass of conqs/organs/wagons/chakrams is frankly staggering. Bonus points for conqs and camel archers since they usually come with the classic "but pikes counter cav bro" explanation
All-in Phosphorus strats are extremely hard to pull off properly in my opinion, I would say that less than 1% of the playerbase can actually win with them consistently at a non-shitter level
