Ralsei knows about the SOUL, and Kris knows that he knows, but they aren't working together. Kris is aligned with The Knight. All that Kris and Ralsei know about YOU is that they both need YOU for their plans.
Going by the scene with Susie after you EQUIP Noelle, Kris also seems afraid to get anyone else involved. They tell Susie not to ask about what happened anymore. We've already shown that we're willing to try to kill Kris's friends.

What can he do? Noelle is in the Light World.
Ralsei needs YOU to cooperate as much as Kris does. Without your power, they can't seal the fountains. If you give up on Deltarune, the world is covered in darkness and everyone dies. That's not a risk Ralsei is willing to take.
Even if Kris wanted to tell Ralsei, they weren't given the opportunity to in Chapter 4. We're watching and listening the whole time they're together, and even during the obligatory "What's Susie doing?" scene Ralsei runs off to destroy more pieces of The Prophecy.
