The EU allows end user of a bought license to resell that license, and the publisher can't do anything about it.
The way EU rulings and legislations work is never by forcing any corporation to do anything(unless they are doing something illegal, in which case they're forced to stop if they want to keep operating in the EU), rather by protecting consumers' rights to do this or that thing that the EU rules it is the consumers' right to do.
As example, the EU didn't force Apple to use USB C, they ruled that EU citizen should be able to use one charging solution for all their electronic devices and that it is their right to not be forced into a standard which is exclusive to only one type of device.

Our world, like it or not, is bound by capitalism and technology. Technology should always be a benefit. When it becomes purposefully regressive or restricted only to help a company profit, that shit needs to be addressed.
This is my main concern with Windows and Microsoft. I fear that as more Indians flood the company, the OS will degrade even worse than it already has been. Windows feature wise should have already surpassed 3rd party apps like Directory Opus when it comes to functionality of their directory/file explorer. Instead they stagnate, and become bloated, making things more difficult for power users that actually use a PC to work, all the while smearing it with shiny buttons that make it appear easier for dumb phone people. The world runs on windows, and I foresee this as a huge problem within 10 years. People are less and less upgrading and that should be raising huge red flags.
