The thing is, you CAN have Kitasan either way, this is not a doubt, it's an absolute truth.

You do want to have your copies for yourself, since there's a limit of 1 card you can borrow, having the card yourself gives your more flexibility.

But it's not the end of the world if you don't get the card you want, you can wait for reruns or the next highlights, just borrow in the meantime, it's not "muh optimal" but who cares, you can benefit from the card and keep progressing in your own way.

Kyoto Racecourse and Straightaway Recovery I only bought with the bonuses from winning the finale. Getting perfect compatibility with the legacies was really important because it gave her 50 stamina right from the start and another 50 for both of the inspiration moments. Raising her to Potential 3 also helps a lot because the navigation skills innate to her let you not train power as much as you would need to otherwise. I also bought the two levels of firm conditions right before the finale after confirming that it was firm ground.
Luck is also a big factor, I only had one negative event in that run and Night Owl only took the one turn to cure.

Kitasan is a good card but thats not the main reason you roll there - You roll because the pool is still very small so going all out with your savings on Kitasan will not only - most likely - net you a good card with Kitasan - you will also get a bunch of other cards - mostly SR dupes - and there are not many SR cards in the game so you could end up with multiple MLB copies and some of those SR cards are actually pretty strong.
If you are somehow a luck god and get like 5 Kitasan cards in your first 10 roll you will still end up worse than people who stack their entire deck with a bunch of cards.

Also important if you have a lot of speed boosting skills, as they only raise your "target speed" requiring you to accelerate to this new top speed.
