I like Gregg Mayles' design philosophy of "villains that are a little bit rubbish." It adds character to generic big baddies in games with little time to spare on dialog and cutscenes that they're trying to be evil but they're not very competent at it. With K. Rool it's pretty subtle because he really doesn't get much screentime, but his commitment to poorly pretending to be different people and professions is a joke that you only get after like a decade of Rare games.
