This is my theory on why 7 flopped. 6 was the perfect game with atrocious AI. There was no place to improve. So they had to downgrade 7 to actually allow a some what competitive AI, which actually is fun to go to war against. The Republican/conservative stance is that policies should only hurt other people, and hurt them very badly. It's obvious when it comes to things like healthcare or food stamps, but less so when it comes to illegal labor.
The problem with this is that it's affecting the patriotic immigrant-hating business owners that employ lots of illegal immigrants. It was supposed to affect everyone else, not THEM.
