Because horse racing is more akin to human cross-country, not human track. There's hills and running up or down those slopes in various directions will change how well the racer does. You can put more into a final spurt uphill so you'd be more careful with the early race while you'll gun it down a downhill and use the momentum from doing so to up your pace so your stamina can take a hit working your way up the pack. It might not sound like much, but it does make a difference.

Her default is Pace Chaser but by the time she gets to the final stretch she's usually ahead of the pack already duking it out with the lead so her skill never procs. I personally only front run meme on sprints and maybe short mile races the wit loss for medium and above just isn't worth it.
Running with close to 0 wit also increases your stamina drain and you undoubtedly got rushed further reducing your already low stamina.
