You dont understand the difference between strategy and tactics lol
Strategy is a long term plan, you make the plan and you execute it with a set of tactics.
If one tactic fails then you bring out another all the way until you achieve your strategic goals.
Tactics are current moves to gain advantage.
In BG3 you can come up with a strategy and make it work even with bad RNG, you have multiple tactics that should be sufficient to allow you to achieve that strategic goal.
I think you have yet to achieve game mastery if you think RNG is that much deciding factor whether you win or not. RNG is important factor to avoid getting stale in strategy, if there is no RNG then every fight on replays will play out the exact same way, because you have solved it.

There is little strategy in E33, all you need is parry king reflexes and you win every single fight, the strategy to win in E33 is for you to parry the damage and then hit the biggest damage number on screen.
BG3 gameplay is way more dynamic and strategic than it, and even when you try to break the fight using pre-battle set up its much more stratifying and fun because it rewards creativity and it uses multiple layers of mechanics on top of each other.
I found E33 to become boring so fast because its gameplay is actually shallow and basic, by the time im in act 3 its devolves into parryslop chain attacks and damage stacking. there is no alternative tactics to explore.
