Deltarune's development in its current form didn't really start until ~2020
2016-2018 was Toby and Temmie working on it basically alone as Toby slowly realized "oh god oh fuck I am so out of my depth here"
After Chapter 1 was released as Toby's call for help realizing he needed an actual dev team they started putting the team together, then experimented with switching engines because GameMaker sucks but decided against it because they'd have to scrap and remake everything (and Toby and his friends don't know how to work with anything else), and then COVID hit and fucked things up for everyone. Chapter 2's real dev time was more like 18 months than the full three years between 2018-2021.
Toby can take a lot of blame for poor project management and generally failing to grasp the scope of his project and the time and effort needed to make it but it's not as terrible as it seems just looking at the timeline. Maybe there was a world where Toby realized what he was getting into in 2016 and put his head down and focused on Deltarune and nothing else to maybe get the full game done by this year, but it wouldn't be the game that we have now.

Don't get me wrong, the ideal situation would definitely be playing it as it comes out AND only having to wait half a year or so between chapters, but even with the big waits I think it's a better experience. So many little things about the games hit the way they do because of the downtime and chapter structure.

Like, it probably sounds gay or something but the feeling it gave me when chapter 2 came out and you first get to the dark world and the first save point says something like "you are filled with the power of a new adventure" or whatever, man that really felt like so much something.
