I want to use a clock on my CM run, why can't I use my clocks?

Why does manhattan cafe only give me rainy days or wet conditions? I thought it was a funny coincidence at first but the rate she gives those two is INSANELY higher than the actual useful skills for me. There has to be a higher chance of getting hints for those right? I get 1 of them guaranteed every run, get both like 80% of runs, but I only get stamina eater or long straightaways on 10% of my runs.

This is the deck I used for Golshi Taurus, I'm even missing 1 LB on Halo (I swapped her for a MLB Cafe to use on my Oguri), I finished 68/80, and honestly I lost to other f2pchads with even worse decks. This game is about managing your resources as a f2p, I knew about Taishin being meta for Gemini but I still didn't roll for her because I know Golshi can reach the finals just fine and I can actually save to roll for a better uma later on.
