If by Red Rapi you mean the old rapid using RH powers then that one because of the 2 cores. The current rapi is weaker since it's only one core

Nihil was able to 1v1 Dorothy while she was weakened (no guns). On the other hand Dorothy was able to destroy 1 Glass Slipper with a single kick... If Dorothy was fighting with her gorilla mindset against Nihilister just like with Cinderella I would say Nihil > Cindy
We don't know how Strong Cindy is without her Glass Slippers tho so...
