Except why would they. The whole point of being an elder is to make an entire power pyramid where you're at the top and secure to do nothing but what you want, having entire structures of power to do what you wish. Camarilla and the Sabaat are that, and Elders don't want to dominate humans if they can just not move an inch. A status quo they can manipulate is best and easiest, especially when they can manipulate people, enjoy the benefits, infiltrate places and generally do squat to survive forever and ever.
Sure, Lasombra himself could stop jerking himself off in the Abyss but he doesn't want to. Same with every other Elder, they're content doing their thing and being in absolute power and switching the world with a flick. Even if most vamps died off, they could just chill, rebuild with their goons and continue, same as happened with the Inquisitons.
