Wholely unironically, every Pokémon game's level should be like Johto's.
It does have its questionable moments, like Pryce for example, but throughout the game, you are regularly "underleveled" in comparison to the bosses.
This is a good thing. Bosses should be stronger than you. This forces the player to use actual strategy as opposed to spamming their strongest move and calling it a day.
Almost like, you know, a bona fide classic JRPG.
