That is actually how Nintendo EPD are set up. Structure isn’t solid and people move when needed or if they are interested in a project. Monolith despite being non EPD have a division that is used by EPD in a similar way. They tried to bring Retro into the fold (as seen with MK 7) but time zone and language differences made it more trouble than it was worth
