Majima's the designated holder-backer. He always takes a dive because it's funny. You really see him not holding back in Pirate, where he goes up against literal armies like it's nothing and takes down Saejima with ease, all while at age 60. It even shows up in the gameplay being piss-easy even on hard.
Also if anyone's seen the movie, interesting thing to note is that while Kiryu punches him out like twice, Goro just keeps getting back up and by their final showdown he totally overwhelms and curbstombs Kiryu. It takes getting shot in the back by Kazama to take him down and even then he still gets up and walks home.

That big castle showing up comes with the implication that a Yakuza patriarch somehow managed to acquire and remodel a national monument for the purpose of his own personal base. Given how seriously Japan reveres it's history, there's absolutely nothing in the series as nonsensically impossible as the golden Osaka castle.
