This is literally why Maekawa made Shadow by the way.
He wanted a Sonic who fit his vision for the series and was 'cool'.
That's why he made Tails continuously job to Shadow, directly or indirectly, whenever he got the chance. He needed to upend Tails as the 'Sonic 1.5' character and rival for Sonic's abilities.
It's also why there's such a tonal shift with Maekawa's writing away from environmental storytelling and subtle commentary on the human condition to instead American action movie style plots and character driven drama.

It's because Battle for Angel Island was allowed to be the follow up to a game plot (Ian is best when he's adapting material or expanding on it rather than writing original content. This is why his run on Archie was much stronger than IDW) and Metal Virus was written for post-reboot Archie, a series the staff were much more passionate about. Ian stopped giving a fuck after Penders' lawsuits, Archie, and SEGA fucked him out of writing what he actually enjoyed. Derivative referential fiction that expanded upon an existing canon to draw from. IDW is a comic about nothing because the mandates demand it be episodic and none of them want to write an episodic comic. It feels like nothing ever happens because none of the writers are willing to be humble enough to write self contained stories. They have to have 'grand scale' stories that 'allude' to being important but never are. They have no idea how to write Sonic the way SEGA wants them to nor do they have an interest doing so.
