Ramb supposedly never "fit in" in TV World, but he doesn't petrify until he breaks his contract with Tenna, and even then he stays half-alive if he still has the game with Kris to give him purpose.
The TV World does seem different than the other Dark Worlds, Tenna has almost total power within it and you get a bunch of vague lore about how Tenna has built and warped it from its natural state, to the point that even other Darkners are bound to him (eg. the water spirits are under contract to stay as water coolers).
In Chapter 4 you also have the totally different situation with multiple connected Dark Worlds in the same area, with a set of Darkners that definitely "belong" and "have purpose" in the Church petrified from the start in one world and active in another. The "philosophers" seem to attribute this to difference in the mentality of the people who made the Dark World.

But in the Third Sanctuary, everyone is present and co-existing to the end, like the two worlds have been synthesized. Even Gerson is brought back to life, somehow.
It's hard to say that there's been a consistent rationale for why and when Darkners petrify so far.
