No, that was always part of Tails' base character. Ian's script for Frontiers made me realize that I hate "character development", at least in the way that script does it. It takes a character who is know for being something, and decides to turn it into something completely different, then looks for excuses to justify this change and call it "growth". Sonic Adventure and Sonic Adventure 2 do not do this at all. They take the characters and show how they react to different situations that challenge them. The way Tails reacts is nothing more than a natural extension of his base character, it takes Tails and puts him in a different scenario to show how his existing character behaves. What you want is to take the characters, turn them into something completely different, and then make up nonsense to justify the change. It's not a natural evolution of who the characters are, it's forced OOC garbage
