If they had the oblivion remaster and a few more decent games to go along with the series x release, they could have turned things around.
As of now, all they can do is make a few games like elder scrolls 6 exclusive to the next system. Also, make it a launch exclusive.
A fallout 3 remaster would also help.
Maybe a new halo game? But I have no experience with that franchise so I don't know if it's viable. Maybe do a single player halo RPG, and make it a reboot of the franchise as well.
Either way, they need exclusives.

So it might be a good idea to do something else for a month or two.

Make the regular enemies a bit easier and the bosses a bit tougher.
Improve the platforming segments
Make the levels more like 3d metroidvania. With plenty of platforming.
More lewd outfits
Add more melee weapons
Allow fast travel from the map (especially since the regular enemies are really tough) to make side quests less tedious.
Better story

But overall the game is already pretty fun. With a few improvements it could be excellent
