At level 60 on epoch, you can apparently swap your racial bonuses to those of any race. Not pick and choose, but all of them at once. So I guess you could play as a dwarf or a gnome and choose to have all the human racials. Might be cool, I guess it lets you just play the race you want without worrying about making the meta choice too much.
