It's a new class. Normally Legendary items are immune to anti-magic (A extremely powerful effect) but some stuff explicitly bypasses that, though it's typically not portable, or it's a really big deal I.E. Tiamat's portal, Sul Katesh's magic, the Lady's mazes(Though only in respect to teleporting out) The chair is beyond greater deity power stuff.
