They had this weird thought that the people who would early clear, the most hardcore players would somehow stick around and then help lesser skilled players which isn't what happened.
When a lot of the more skilled players got their Fork Tower clear, they fucked off or they closed ranks and formed discord cliques where if you weren't friends then you weren't priority and were going to have to wait a long time for your chance to run.
It was a very poorly implemented system, I don't understand why how they had this figured out in Bojza, I played plenty of times in Bojza and people would talk within the instance to ask for numbers to do Castrum runs or whatever and because there were no convoluted means to join a run, if people were bored of grinding they would join a run to help out.

I genuinely think this might be the most embarrassing thing he's ever said, it's an admittance there is a ceiling on development funds for the game that they weren't able to implement what they were able to do in previous expansions because they no longer have the money.
But more than that, if they don't have the money or are making decisions to restrict 'Content' options because of 'Cost' then why take the decision that is aimed towards the least amount of people instead of the most?
Hardcore Raiders have already had an Ultimate, a Chaotic and two Savage tiers along with 3 Extreme fights to fuck around with.
So why the fuck did they make Fork Tower aimed at those same people instead of a wider player base?
This development team, it's like they are speed running FFXIV to go from mass appeal to niche mmo.
