No that's just stupid bait.
It is true in specific scenarios Cerydra buffs E2 phainon less then E0 Phainon (a smaller proportion of meteors), but she is always his best support and a major upgrade. 30% at minimum. In other specific scenarios, she buffs the same proportion and becomes an even larger upgrade like for example if you use the counter and get a single extra action gives you 3 doubles instead of two.
At E1 however Cerydra goes nutty as it allows you to run Tribbie in the last slot giving you crazy upgrades with undiluted multipliers.
