Ralsei's not a headband or any other basic object.
In chapter 1 Ralsei says that he has been waiting his whole life completely alone for Kris and Susie to arrive. In chapter 2 it is established that what might be a relatively short amount of time for Kris and Susie is a very long time for Ralsei, because Ralsei has no frame of reference for what is a short or long amount of time. From this I deduce that Ralsei has not existed for a very long time. Darkners retain memories of events they witnessed as objects, and it wouldn't make sense for Ralsei to say he's been alone his whole life if he was a normal object that existed within the storage closet. If that were the case, surely he would've seen other Lightners such as Alphys or Toriel.
I theorize that
A) Whatever object Ralsei is based on was created not very long ago, possibly during the creation of the Dark Kingdom's fountain or shortly thereafter.
OR
B) Ralsei was conceived from pure darkness, not tied to any object, allowing him to travel between Dark Worlds freely.
Ralsei does seem to imply that he is *something* in the Light World in his explanation for the Dark Worlds in chapter 3, so I'm more inclined towards option A.

My take has always been that frisk represents a clean slate immersed in the world as if it's real but it's still strictly you, the player. Chara represents the GAMER side of you that knows the world isn't real and wants to just take advantage of everything for progression and power, you could say it's also "you" because it's a part of you but it's a part of you that you don't have to give in to. Chapter 1: I think Chapter 1 did what it wanted to do the best, but beyond that the only "gripe" is that since choices don't matter, you don't really have much going on until the end of the chapter.
CH2: Chapter feels like it has a lot of stop and go moments. Like Cyber City is full of them for example with the puzzles and cutscenes. It adds up and makes the chapter feel like it goes to halt a bit too often than I'd like.
CH3: My favorite, but it I feel like it didn't have enough. No third board, fights like the Weather Duo and Rouxls are really just you waiting around, and TV World could've more to explore too.
CH4: To me this chapter underutilizes regular Darkners the most. Like the only dudes I felt stuck out where Organikks, Wafers, Cuptains, and Mizzles. Everyone else didn't really get anything to make them memorable. Balthizard and Geui for example have bits with Gerson but that only aid's in Gerson's memorability and not theirs. That just reads like an absolute failure to understand optional boss battles. The entire point is that you save that kind of difficulty for the optional fights because Toby doesn't want people getting stuck on his game and unable to progress.

Now, if you said that a big problem with the optional boss fight approach is that the main villains that should be coming across as major threats end up seeming like a joke compared to the optional stuff. You're right, that's a problem with them. Though funnily enough Knight actually avoids that problem to an extent given the Knight IS the main villain and has been given optional boss-tier difficulty accordingly.

Undertale is much more focused, the overall pacing is better, and the themes are stronger, but it's mostly because Deltarune is being released episodically. While each chapter has nice pacing, if you treat it as a full game, the running through-line isn't as tight. Then again, It's not fully out yet. Plus the moment-to-moment writing is on par with Undertale, and I think the primary gameplay loop is better. It also has more visual flair. And let's not forget, that Deltarune is a much bigger game. You can beat Undertale's pacifist + genocide routes in like 15 hours, while my first playthrough of Deltarune's first four chapters took 30 hours (pacifist + all secret bosses), and that's just one route.
