She still should've hesitated more before injecting Kanako (or just said no but we already went over that), but it's not like she did it maliciously.
Like another anon in a thread a while ago said, Deltarune showed us that Toriel's problems are her own and that she's a mess in any universe, but if you take the blue powerade out of Ceroba's backstory, you'd have to pull some pretty contrived shit to have in a similar situation in a DRY take to the one she's in in UTY.
She made a dumb choice, but the actual circumstances in which that choice was made were pretty extraordinary, I think a lot of people would crack in some way under that kind of stress, even if not in the exact way Ceroba did.
She's a good, loving mother, who just happened to be given an impossible task, and she didn't know how to proceed with it.
I think, genuinely, that if I were the human whose soul she was trying to take to finish this project, I think I'd forgive her. I might even want to take a look at Chujin's notes, see if anything good can come out of them.
Maybe also try my hand at saving Kanako, but we've been over that extensively already, haven't we?
